Access to the Fallout 4 Vault Suit in Ghostwire: Tokyo is done by completing a side quest. The side quest is called The Purpurond and can be unlocked after the Kuo shrine is cleaned up on the Shibuya station. The side quest starts at a telephone booth where you talk to ED about doing some studies about the red moon. After the call to the locker, go to the locker, which is displayed by the side quest mark and open the locker. Inside there is an observator, which is basically a clock.
Open from here from your map to see where the three areas in which you need to recharge the observator. The first is the under construction skyscraper southwest of BauLabyrinth . Climb on the scaffold of the east side and take two side elevators upwards. Clear the hikers and the two spoiled trees. Give yourself to the helicopter panel and press them on interacting. The last building is northeast of Shibuya Scramble Crossing . Go down the street on the left side of the building. Climb up the stairs and use the elevator to get to the roof. For some reason, there is no hikers or corrupted trees on this roof, so go south and use the device to analyze the moon.
If you have analyzed the moon of all three roofs, go back to the telephone booth in which they originally talked to ED. After leaving the data, Ed will tell you that the moon Luna is itself. That can mean something or not, but they receive 5,000 Meika, 750 spirits, Ghostswear and The Fallout 4 Vault Suit for the completion of the quest.
